Tell Your Senators to Pass the Promoting Resilient Buildings Act (H.R. 5473)

NAHB urges the Senate to pass H.R. 5473, the Promoting Resilient Buildings Act, before the end of the year. Unanimously passed by the House, this bill preserves local control over building code adoption and strengthens community resilience to extreme events. It promotes a balanced, cost-effective approach to disaster preparedness while ensuring housing remains affordable. By permanently codifying the definition of “latest published editions” for FEMA’s pre-disaster hazard mitigation program, the legislation allows state and local governments to adopt appropriate, cost-effective building codes, including the latest two editions, without being pressured to adopt only the most recent version.
